Born in Kilingi-Nõmme, a town in Pärnu County, she was the daughter of a forestry educator and an archivist. Vannari grew up alongside her sister, experiencing the early loss of her father when she was just seven years old, which shaped her upbringing under her mother's guidance.

Her education in the arts began in Tartu, where she attended various schools and honed her craft at the Vanemuine drama studio, graduating in 1966. She furthered her training at the Tallinn State Conservatory, where she completed her studies in 1970 from the Performing Arts Department, now part of the Estonian Academy of Music and Theatre.
