Heather Burns, born on April 7, 1975, in Chicago, Illinois, is a talented American actress celebrated for her unforgettable portrayal of Miss Rhode Island, Cheryl Frasier, in the beloved comedy films *Miss Congeniality* (2000) and its sequel, *Miss Congeniality 2: Armed and Fabulous* (2005). Raised in a family with a sports background—her father, Jim Burns, was a basketball player for the Chicago Bulls—Heather pursued her passion for the arts at New York University's prestigious Tisch School of the Arts.
