Born to Mirella DiFulvio-Ruscio, who emigrated from Fara Filiorum Petri in Abruzzo, Italy, and Pat Ruscio, the son of Italian immigrants, Francesca embodies a rich cultural heritage. In 2013, she earned the title of Miss Philadelphia under the auspices of the Miss America Organization, devoting her reign to supporting veteran charities and the Children's Miracle Network Hospitals.

Francesca pursued her education at Temple University in Philadelphia, where she earned a bachelor's degree in broadcast journalism with a minor in theater. Initially aspiring to be a journalist in major cities like Philadelphia or New York, she later shifted her focus to acting.
