Joseph Graham "Gray" Davis Jr. (born December 26, 1942) is an American attorney and politician renowned for his role as the 37th governor of California from 1999 until his recall in 2003, making him only the second governor in U.S. history to face such a fate, following North Dakota's Lynn Frazier.

A member of the Democratic Party, Davis earned his Bachelor of Arts in history from Stanford University and went on to obtain his Juris Doctor from Columbia Law School. His military service during the Vietnam War as a captain earned him a Bronze Star. Before his gubernatorial tenure, he held several significant positions including chief of staff to Governor Jerry Brown (1975–1981), a member of the California State Assembly (1983–1987), State Controller (1987–1995), and Lieutenant Governor (1995–1999).

As governor, Davis prioritized education, facilitating an increase in state spending by $8 billion beyond the mandates of Proposition 98 during his initial term. His administration saw consistent improvements in standardized test scores over five years. He was also notable for implementing groundbreaking legislation aimed at reducing auto emissions, banning assault weapons, and enhancing California's relationship with Mexico.

Despite starting his governorship with high approval ratings, his popularity waned due to public discontent over the California electricity crisis and subsequent budget issues. On October 7, 2003, Davis was recalled, with 55.4% of voters opting for his removal. Following his ousting, he transitioned to academia as a lecturer at UCLA’s School of Public Affairs and continued his legal career at Loeb & Loeb.
