Born in Namur, Belgium, he was part of a creative family, with his brothers Lucas Belvaux, an accomplished actor and director, and Bruno Belvaux, a theater director.

Belvaux gained widespread recognition for his role in the groundbreaking film "C'est arrivé près de chez vous" (translated as "Man Bites Dog") released in 1992. Co-created with André Bonzel and Benoît Poelvoorde, this darkly comedic film chronicles the chilling life of a serial killer through the lens of a documentary crew. The film was honored with the Special Jury Prize at the 5th Yubari International Fantastic Film Festival in February 1994.

Tragically, Belvaux's life was cut short when he died by suicide on September 4, 2006, in Orry-la-Ville, France. His work continues to influence filmmakers and audiences alike, marking him as a significant figure in Belgian cinema.
