Heino Mandri (September 11, 1922 – December 3, 1990) was a prominent Estonian actor known for his work in film and theatre.

Born in Kohtla-Järve, Mandri's family relocated to Tallinn when he was just two years old. He completed his education at the Tallinn Theatre School in 1946, a short-lived institution established during the German occupation to replace the former State School of Performing Arts, which had been closed during the Soviet takeover in 1940.

In 1948, Mandri was implicated in anti-Soviet activities, leading to a seven-year sentence of forced labor. He spent that period from 1948 to 1954 at the Viatlag prison camp located in Lesnoy, Kirov Oblast, in Northern Russia.

Upon his release in 1954, Mandri returned to Estonia, but the Soviet regime imposed restrictions preventing him from coming within 101 kilometers of Tallinn due to the 101st kilometer rule. He settled in Viljandi and joined the Ugala Theatre. In 1956, he wrote a personal appeal to Kliment Voroshilov, the Chairman of the Presidium of the Supreme Soviet, resulting in a reduction of his sentence to five years, which allowed him to return to Tallinn.

Throughout the 1970s and 1980s, Mandri made notable appearances on Estonian national television, showcasing his fluency in the Estonian language. In Soviet-era films, he often portrayed characters such as Wehrmacht officers, German businessmen, or American spies.

Heino Mandri was fully exonerated of all political charges and had his rights restored shortly before his passing in 1990.
