Plot

Tokyo is gripped by winter and a repressive Youth Ordinance Bill that imposes curfews on minors and limits Internet access. Yet, a daring youth group named Surat emerges, determined to reclaim their freedom. Their target is Fumito Nanahara, a powerful figure manipulating the political landscape of Tokyo. As they leverage the Internet to uncover his secrets, they stumble upon "Tower," a clandestine organization conducting horrific human experiments under Fumito's command. The stakes rise as Surat seeks to confront both Fumito and the dark forces lurking behind his reign.
