As Brazil gears up for the 2014 World Cup and 2016 Olympics, the government launches initiatives to reclaim slums from powerful drug gangs. In November 2011, authorities take control of Rocinha, the nation's largest slum, without violence. However, soon after, alarming reports of police brutality surface, highlighted by the mysterious disappearance of bricklayer Amarildo de Souza, last seen in police custody. His family suspects he has met a grim fate at the hands of law enforcement. In response to this oppression, Rocinha's residents unite, sparking a protest movement that challenges the country's status quo.
