Roy Rogers makes his debut on the big screen as a newly elected congressman determined to secure water for struggling ranchers in his district. Upon arriving in Washington, he realizes he needs the support of a pivotal congressman. To gain his approval, Roy orchestrates a surprise inspection trip to the West. However, when the congressman shows little enthusiasm for the situation, Roy cleverly leaves the group stranded without water, forcing them to confront the dire circumstances firsthand.
