Plot

Following a pair of gang-related murders in "Center City," an innocent suspect is arrested but later killed after being released on bail. To investigate, FBI Inspector Briggs enlists rookie agent Gene Cordell, who goes undercover in the dangerous Skid Row as George Manly, posing as a potential target. Cordell soon crosses paths with Alec Stiles, a paranoid mastermind intent on creating a scientifically organized crime syndicate. As Stiles brings Cordell into his fold, the stakes escalate, plunging the agent deeper into perilous territory.
