Plot

Between 1997 and 2006, Ronald Dominique terrorized impoverished Southeastern Louisiana, committing horrific acts against twenty-three men. The challenges faced in capturing him were manifold, stemming from underfunded police resources, minimal support from victims' families, and the overwhelming focus on disasters like Hurricane Katrina.
