Plot

A clueless simpleton from a traveling medicine show stumbles into an unfamiliar town and is arrested for vagrancy. The town's corrupt leaders mistakenly identify him as the inspector general, whom they believe is incognito. Worried he might uncover their embezzlement of tax funds, they repeatedly try—and fail—to eliminate him in a series of comedic misadventures.
