Mark Waldman, an Australian police officer, joins a United Nations mission in East Timor, where he becomes the head of Civilian Police at the base in Nunura. Alongside Canadian policewoman Julie Fortin and local translator Ismenio Soares, he faces the harsh realities of a war-torn region. Unarmed and emotionally unready, they strive to help Timorese citizens register for independence. As violence escalates following a pro-independence vote, their mission crumbles, forcing Mark and Julie to flee and leave Ismenio and his family to confront the impending chaos wrought by Indonesian forces and militias.
