Plot
Private investigator Higgins and the French Surete are on the trail of a murderer exploiting naive young Americans in a deceitful gambling scheme. The chase leads them aboard an ocean liner, where hapless scoutmaster Freddie Hunter travels with his troop. While Freddie harbors a crush on the stunning Duchess Alexandria, his troop, more capable than their leader, conspires to rescue him from his own misguided pursuits. As the plot thickens, the stakes rise for Freddie, who may soon find himself targeted by the very killer they’re hunting.
