Breaking Point (1994)

Plot

A former police detective, now enjoying retirement, finds himself drawn back into the fray when a serial killer known as "The Surgeon" begins terrorizing the city. Despite his initial hesitations, he realizes that his expertise may be the key to capturing this elusive criminal before more lives are lost.
