Plot
As Hong Kong approaches its handover to China on New Year's Eve 1997, tensions escalate within the police force. A cop accidentally kills an old woman during a chaotic confrontation with a thug, leading to his arrest and public outcry. Meanwhile, a fellow cadet, guilty of a similar mistake, is celebrated as a hero, grappling with guilt. Complicating matters, a senior officer faces impending separation from his wife, who craves his attention. Their lives intertwine when the officer’s wife takes a new man hostage during the New Year's celebration, igniting a series of explosive events.
