Plot

In Los Angeles, a group of bank thieves known as The Ex-Presidents execute their heists while donning masks of former U.S. leaders Reagan, Carter, Nixon, and Johnson. Suspecting that the criminals might be surfers, the FBI assigns rookie agent Johnny Utah to go undercover among the beach community to collect intel and uncover their identities.
