Chris takes away drugs from the disheveled student Scout Allen, only to be stunned when he realizes she is a drug courier. Meanwhile, a mock election at school unites Vicki and Jess, leading to unexpected friendships. The staff is left in disbelief when they find out that Waterloo Road might be at risk of shutting down.
