Episode Overview
The VCTF team is pursuing a serial killer targeting individuals he perceives as corrupt. In Chicago, three murders occur in rapid succession: a former Federal Reserve Board president, a high-end escort, and a local cop. Detective Jim Henegar, who is leading the investigation, resists letting Sam and his team take charge, complicating their efforts. As the evidence points to a judge whose son was negatively influenced by the victims, it becomes clear that the son's arrest ultimately led to his murder while incarcerated. After Henegar kills MacGruder, claiming self-defense, Sam and Bailey testify to expose the detective's corruption. However, their efforts fall short, revealing the deep-rooted nature of corruption. Meanwhile, Bailey continues to recover from the shotgun injury inflicted by his daughter, Franc.
