Maggie is elected as the new mayor. Joel brings Phil along for a golf outing up the river, where he has a hidden agenda. Meanwhile, Michelle reports on Maggie's inaugural city council meeting, during which Maggie proposes a centrally located dumpster. However, she faces pushback from those focused on fiscal restraint. Chris finds Maggie's newfound authority as mayor appealing. In another storyline, Marilyn puts her money into a stud dog that shows no interest in mating.
