After witnessing another neighborhood association receiving special privileges from the city, Duckman and his neighbors band together to create their own group. Duckman is voted in as the leader, adopting a Patton-esque demeanor as tensions rise between the two associations. A civil war erupts within their own ranks, leading to chaos and rivalry as they navigate their newfound power and seek to assert themselves.
