Palermo and lifeguard LANI McKENSIE introduce M.E.R.I.T., a groundbreaking initiative that places paramedic-level services and advanced life-support tools along the Pacific Blue patrol routes. Among the paramedics is ALEXA CHOLAK, Palermo's former girlfriend. During a critical incident at a collapsed building, Alexa breaks protocol to administer CPR to Palermo after he suffers an electric shock. When another victim succumbs to internal injuries at the scene, both Alexa's job and the future of the M.E.R.I.T. program hang in the balance. Meanwhile, T.C. and Chris delve into the activities of the president of a radical environmental group, GreenEarth, whom they believe is involved in the bombing of an office building that kills an oil company executive. Their investigation uncovers a plot where a "security officer" at the oil company orchestrated the bombing to frame GreenEarth and eliminate the executive, who had been leaking sensitive information.
