An elderly miner stands his ground against the construction of a road that would cut through the high mountain pass he owns, prompting the California Governor to enlist Bat's help. Upon meeting the stubborn holdout, Bat discovers that the miner is none other than his old friend, Soda Smith, and the situation is far more complex than the Governor had anticipated.
