As the Excelsior works to support a long-standing Federation ally, Security Chief Matt McCabe begins to harbor doubts that alienate him from the planet's leaders. While teaming up with a local security officer to probe into alleged terrorist threats plaguing the world, he finds himself forming a bond with her. However, their investigation soon uncovers a far more perilous situation than they initially anticipated.
