Dodgers and the Cadet face off against a hypnotist known as the Magnificent Rogue, who has a sinister plan to inundate the Earth. Complications ensue when Rogue successfully hypnotizes everyone into believing he is the best, ensnaring Dodgers and Cadet in his delusion as well.
