As summer settles over Sodor, an influx of passengers brings challenges, with not enough engines available to handle them. Thomas refers to this as a "double decker" dilemma, which sparks an idea in the Fat Controller’s mind. He visits Bulgy, who has been resting as a henhouse, to inform him that he will soon return to service, transporting travelers. Excited by the news, Bulgy undergoes repairs and cleaning. However, the hens that had made their home in him are not ready to leave. They sneak aboard one night, leading to chaos and delays the following day...
