When the mayor rejects the proposal for a new serviceman's center, Bilko persuades Doberman to enter the race for mayor. As it seems Doberman is on track to win, the campaign manager proposes a bargain with Bilko: if Doberman agrees to withdraw from the election, they will proceed with constructing the center.
