Episode Overview

A diminutive villain known as The Baby Badguy, along with his two sidekicks, disguises themselves as orphaned infants to infiltrate the newly established Empire City Orphanage. Their plan is to seize control of the facility and use it as their secret lair. They manage to capture the orphanage's caretaker and Whitney Morgan, who arrives for an interview. The C.O.P.S. team is called in to save the hostages and bring order to the mischievous trio posing as "babies."
