At his wit's end, Veil uncovers fresh significance in the "Hidden Agenda" negative when he enlarges a print and reveals a section that was previously hidden. This discovery sends him to Heritage House, a research facility in Washington D.C., where he learns about the ominous Project Marathon. While there, he inadvertently finds himself embroiled in an FBI investigation and quickly becomes a target for assassination from multiple adversaries.
