Roc's eccentric neighbor George lands a job with the Sanitation Department, and Roc finds himself tasked with training the bothersome man to become a garbage collector. At the same time, Joey manages to convince Sheila, the Emersons' foster daughter, to utilize a computer program that calculates mathematical probabilities in order to predict which horses will win at the racetrack.
