Mama Carlson brings in a radio consultant to assess WKRP, and it turns out he's Norris Breeze, an old acquaintance of Andy’s who operates a radio programming service. As Andy starts to piece things together, he discovers that Breeze plans to deliver a negative evaluation unless the station agrees to pay for his services.
