Episode Overview

Gene is convinced that local mobster Stephen Warren and the police can work together, making the streets safer in the process. However, Sam is aware that such shady alliances will ultimately alter the dynamic between law enforcement and the community. While Gene confronts his past, Sam focuses on persuading his new partner of his viewpoint, but he becomes sidetracked when he encounters his mother in her younger days.
