On January 10, 1989, Assistant Federal Police Commissioner Colin Winchester, the highest-ranking police officer in Australia, was brutally murdered in a shocking act of violence. He was shot twice in the head at close range as he exited his vehicle outside his home in Deakin. At the time, Winchester was leading law enforcement in the ACT region, having dedicated 27 years to policing, first with the Australian Capital Territory Police and later with the newly established Australian Federal Police in 1979.
