While conducting training sessions for the new lifeguards at Baywatch Hawaii, Sean faces challenges from Jena and other local officials who don't view the training center as a revenue-generating venture. In an unexpected turn, Sean collides with Zack McEwen, a fresh recruit and surfer hailing from Michigan, who joins the training squad. Meanwhile, Jason finds himself drawn to Carrie Sharp, a rookie from San Diego, who is equally captivated by him.
