Norman Garry finds himself tormented by his ex-neighbor, Max Evar, who claims to be a "horror expert." Evar blames Garry for a fire that cost him his family. Seeking assistance, Garry turns to the NYPD, catching the attention of Detective Flint. The situation escalates further when it comes to light that Evar has just been discharged from a mental health facility.
