After the council forces Arthur to sell his car dealership, he chooses to enter the local by-election as an independent. With the support of Terry and a journalist, he gains momentum in the race. However, just as victory seems within reach, his opponents attempt to disqualify him, accusing him of exceeding his campaign budget.
