Uncle Joe spots surveyors near the hotel by the railway and mistakenly thinks a new road is in the works. However, Kate discovers from surveyor Ralph Craig that the previous survey, conducted twenty-five years ago, was flawed. The updated findings reveal that the boundary between Hooterville County and Pixley County actually cuts through the Shady Rest. Joe and Kate realize they can profit from curious visitors, but Mr. Travis from the Pixley License Division warns Kate about the extensive red tape involved in running a business across county lines. The required permits and fees could tally up to thousands. Meanwhile, Mr. Lindley from the Health Department and Mr. Dixon from the Building Department highlight additional costly complications. Determined, Kate devises a lasting solution with assistance from the Cannonball.
