Don Alejandro informs Diego about a letter from a friend in the capital, stating that the new commandante, Captain Juan Ortega, is known to be just and honorable. However, when Ortega arrives, his behavior suggests otherwise. He shows disdain for Sergeant Garcia and displays open arrogance towards the townspeople. The truth behind his attitude comes to light when Ortega meets with the magistrate and reveals that the true commandante has been ambushed and killed, following orders from the Eagle.
