Pug Henry arrives back in Washington, where President Roosevelt tasks him with a new role at the U.S. Embassy in Moscow. The U.S. Ambassador expresses frustration over the Russians' failure to recognize the advantages of lend-lease, yet Pug is genuinely impressed by their efforts. Meanwhile, attempts to evacuate Natalie, Louis, and Aaron from Lourdes prove futile, as they discover that all internees are being relocated to Baden Baden in Germany. In Pearl Harbor, Byron takes on his duties as Executive Officer aboard the new submarine, Moray, under the command of his friend "Lady" Aster, unaware of her affair with his widowed sister-in-law, Janice.
