Jack and Paul seek assistance from civilians to defend themselves against soldiers dispatched by McLennan-Forster with orders to eliminate them. Meanwhile, conflict arises between Tony and Michelle as she takes charge of CTU. Sarah challenges Michelle's leadership by presenting her with an ultimatum.
