Paul Julian, a radio repairman, has tapped into the S.W.A.T. radio frequency to sneak into the middle of police operations, allowing him to watch and evaluate each situation from a hidden spot. When he chooses to enact revenge on two unarmed gunmen who have surrendered after being persuaded by Lt. Hondo Harrelson, S.W.A.T. finds itself under suspicion for the brutal and unnecessary murders.
