Dr. BadVibes has developed a destructive earthquake machine called The Ground Shaker for Big Boss, who intends to use it to reduce the city to rubble unless his demands are fulfilled. The C.O.P.S. team must spring into action to secure the city and put an end to Big Boss's nefarious scheme.
