Batgirl confronts Commissioner Gordon regarding his latest initiative, “Get Tough On Costumed Villains,” voicing her worries about his mental state following their ordeal in suspended animation. Despite her attempts to warn him about the risks facing Harley, Ivy, and Catwoman, the Commissioner remains unconvinced. In a bold and unexpected decision, Batgirl breaks the trio out of jail to ensure their safety. Though she successfully rescues them, her actions lead to her being labeled as “Public Enemy Number One.”
