As Steve assists a scientific crew in deploying earthquake sensors on the ocean floor, news arrives that Santa Ventura has severed diplomatic ties with the United States. Just as they attempt to leave the region, a patrol boat from Ventura intercepts them, taking control of their vessel. Steve must devise a plan to aid the team in evading capture and escaping the dangerous situation.
