The arrival of a fair brings excitement to Elsinby, but things take a turn when the waltzer operator gets caught in the machinery. Jeffrey and Samantha spring into action, and the operator is quickly taken to the hospital, where Mr. Rose performs surgery and discovers that the man's father has been experiencing dizzy spells lately. Worried, Jeffrey returns to the fairground, only to find that he has missed the chance to avert a crisis. Meanwhile, Ken devises a questionable plan to make some money, while Jill has to deal with a difficult situation involving a patient’s wife.
