Episode Overview
After Ted Locke’s furniture warehouse is destroyed by fire, he finds himself facing accusations of arson and murder. The district attorney hesitates to file charges due to insufficient evidence. Enter Federal Prosecutor Philip St. John, who proposes an alternative: charging Locke with mail fraud for his insurance claims, which allows him to take the case to a Federal Grand Jury. As Quincy observes the proceedings, he realizes that grand jury trials lack rules and the accused cannot have legal representation. Determined to support his friend, Quincy steps in to offer his assistance.
