A bomb squad accidentally detonates Homer's abandoned gym bag, unleashing radiation across Springfield, prompting officials to curtail civil liberties. Wiggum and his team set up surveillance cameras throughout the town and apprehend various suspects, including groundskeeper Willie. However, the overwhelming amount of footage becomes unmanageable, leading Wiggum to recruit local residents to assist in maintaining order. Meanwhile, Lisa grows tired of her blonde hair and decides to dye it a darker shade.
