In 1989, the remains of Joan Rogers and her two teenage daughters were discovered adrift in Tampa Bay. The tides had erased much of the evidence, yet investigators clung to hope that a handwritten note located in the victims' vehicle could provide clues about the murderer. To draw attention to the case, authorities displayed large reproductions of the note on five billboards along the highway.
