Nash is on a mission to track down a sniper who is randomly targeting victims throughout the city. Meanwhile, Joe is compelled to address a rat problem and confronts his "landlord," Nash, about it. In a surprising twist, Evan pops the question to Cassidy, but their moment of happiness is overshadowed when Cassidy becomes critically injured in a severe car accident.
