Episode Overview

Insp. Monroe struggles to manage a group of young street racers who are bullying an elderly couple. After the old man passes away following a confrontation with the gang, Brownlow pushes Monroe to adopt a strict 'zero tolerance' approach toward the youths. Meanwhile, PC Smith develops a connection with a nurse at the St. Hughs Nurses Home while looking into reports of a stalker in the vicinity.
